Do I need to 'neutralize' my foreign accent first to then learn another one?No, you don't need to reduce your foreign accent first to learn how to speak in another accent. If, for example, you have a Slavic accent and would like to learn how to speak like Matthew McConaughey, you don't need to acquire a General American accent first to then learn how to speak in a Southern US accent. Adding another accent to your skillset and reducing your foreign accent features go hand in hand. Remember, there is no such thing as a neutral accent; you switch from one accent to another without having to learn a third.
